The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new 28-point plan for resolving the conflict appeared – temporarily – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are conducted: hopeful statements are released from various governments. Immense energy is devoted on managing specific proposals. By night, Moscow brutally reminds the world that, for them, conflict continues to be the key method for achieving "settlement".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is able to track projectile deployments from enemy soil, a capability provided through timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems engaged: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, probably delivered by allied countries. Every launch shakes the surroundings, causing tremors. The moment of terror quickly becomes resigned acknowledgment: maybe the hostile projectile won't hit its mark this time, preventing destruction from ruin and further power outages.

Ongoing Risks

Not long after, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – most likely imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.

With pauses, this carried on until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, devastation and infrastructure problems in multiple buildings as a result of the evening attack. As typically, everyone still went about their day – living the war. But those full day encapsulated Ukraine's critical military reliance on Western support – a reliance that regional partners are demonstrably unable to fill in the near term.

Ineffective Peace Efforts

The detailed framework from US administration sparked intense emotion, debate and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new proposal from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This trend will, certainly, persist.

Tactical Assessments

It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the whole story. American leadership functions according to a assumption familiar among experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The White House believes that it is unrealistic to pressure the Kremlin to relinquish the territory that it already controls in Ukraine's south or east.

The issue is that while accepting these circumstances, American administration does little to deter Moscow, through diplomacy or military means, from believing that the status quo will not shift further in its benefit in the coming year.

Divergent Views

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their motivation to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but preventing a entire defensive failure until conditions improve in its advantage.

Current Realities

Factually, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their mission will now be much harder after current events, it remains very improbable that this will change their overall approach.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a mere seven days to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all did their job.

While new proposals based on previous concepts are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and demonstrate particular unwillingness to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require sustained allied backing.
